How to Start an RTO in Australia: Step-by-Step Guide (2026)
The steps to register a new RTO with ASQA under the Standards for RTOs 2025, from scope planning to application.

Starting a registered training organisation (RTO) is a serious undertaking. Here is a practical, step-by-step overview of how RTO registration works in Australia in 2026.
1. Confirm your regulator
Most RTOs are registered with ASQA (the Australian Skills Quality Authority). Some providers delivering only in Victoria or Western Australia may be regulated by the VRQA or TAC instead. CRICOS providers enrolling overseas students are regulated by ASQA.
2. Decide your scope
Choose the qualifications and units you want to deliver. Your scope drives everything else — trainers, resources, facilities and industry engagement. Start small and focused.
3. Check financial viability
ASQA requires new applicants to demonstrate financial viability. Prepare realistic budgets and forecasts, and review ASQA's current fees and financial viability requirements on the ASQA website.
4. Build your governance
Under the Standards for RTOs 2025, governing persons must meet fit and proper person requirements and show they understand their obligations. Set up clear governance, risk management and self-assurance from day one.
5. Develop training and assessment strategies
Each qualification needs a training and assessment strategy, learning resources and assessment tools that meet the training package requirements.
6. Secure trainers, assessors and facilities
Trainers and assessors must hold the required credentials, vocational competency and industry currency. Facilities and equipment must suit what you deliver.
7. Prepare policies and systems
You will need systems covering enrolment, student support, complaints and appeals, certification, records, marketing and continuous improvement — and they must reflect how you will actually operate.
8. Submit your application
Apply through ASQAnet with your evidence. ASQA may conduct a performance assessment before registration.
