The problem

Validation is one of the most-cited non-compliances in ASQA audits. Many RTOs run it as a tick-box meeting rather than the systematic, evidence-based review the Standards require — leaving assessment decisions exposed.

A reliable validation process for assessing learning outcomes is essential in ensuring the highest quality of training services. As stated within ASQA’s Standards for RTOs 2025, an RTO must review the assessment system to ensure that:

(a) assessment tools are consistent with the training product and the

requirements set out in this instrument; and

(b) assessments and assessment judgements are producing consistent

outcomes.

If specific risks have been identified, validation of certain products may need to occur more often.

ASQA can also specify that certain training products need special attention, where advice will be published to www.asqa.gov.au.

Frequently asked questions

Validation — FAQs

How often must RTOs validate assessment?+

The Standards require validation of every training product on scope at least once every five years, with 50% completed in the first three years. High-risk and high-volume units should be validated more frequently.

Who can be a validator?+

Validators must hold the TAE40116 (or equivalent) plus vocational competency in the unit being validated. They must also be independent of the assessor whose work is being validated.

Can validation be done remotely?+

Yes. We facilitate validation panels via secure video with shared cloud workspaces — all signatures, action registers and evidence captured digitally.

What's the difference between moderation and validation?+

Moderation is the in-flight calibration of assessor judgements during a cohort. Validation is the systematic, after-the-fact review of completed assessments and tools. The Standards specifically require validation.
